This species is Libellula needhami Westfall, 1943. Males of this species have a red face, while females have a brown or yellow face. It can be distinguished from the very similar species Libellula auripennis by three key traits: the posterior (rear) wing veins do not turn orange; the costa changes color across opposite sides of the node, with the outer half lighter and the inner half darker; and the hind tibia are brown rather than black.
