Arctostaphylos refugioensis is a shrub that grows in coastal sage and chaparral habitats on sandstone soils. It reaches at least 2 meters (6.6 feet) tall, and is known to grow over 4 meters (13 feet) in maximum height. Its branches are covered in long, gland-tipped bristles, and bear dense foliage of oblong leaves that range in color from greenish to deep red. Each leaf has a dull, waxy, and often bristly texture, with edges that are either smooth or toothed, and grows up to 4.5 centimeters long. This shrub flowers in winter, producing inflorescences of cone-shaped manzanita flowers, each of which is up to 1 centimeter long. Its fruit is a spherical to oval red drupe with a pointed end, and measures at least 1 centimeter long.
